SPEECH BY ABELARDO MORENO, DEPUTY MINISTER OF FOREIGN AFFAIRS OF THE REPUBLIC OF CUBA AT THE INAUGURATION OF THE “NEW SCENARIOS FOR POLITICAL COMMUNICATION IN THE 2015 DIGITAL WORLD” INTERNATIONAL CONFERENCE

Distinguished visitors,
 
Comrades,
 
Your presence here today as representatives of governments, international organizations, civil society, academia, experts and specialists from around 30 different countries in the world is clear proof of the importance of the use of information and communications technologies on a regional and international level and of their impact on international relations.
 
Our hope is that this Conference should become a space for dialogue and the exchange of experiences on other essential topics such as the technological sovereignty of nations, cyber-security and Internet governance, just to name a few.
 
The Conference is inserted into the efforts that Cuba is making to strengthen and develop ICT access within our economic possibilities and dealing with the economic and financial limitations imposed on us by the economic, commercial and financial embargo, still in force, in order for us to be able to connect to knowledge and to participate in the concept of sharing and non-exclusion, in a pressing need to preserve our cultural and linguistic identity. 
 
It is also inserted into the aim of attaining greater regional and international consensus about a Society of Information and Knowledge that is more just, equitable and socially inclusive. 
 
Having said that, in order to attain a world with access to ICTs for all and for the good of all, it is necessary to continue struggling to eliminate the obstacles facing developing countries. Some of these are insufficient resources for broadening the bases for investment and connectivity, the lack of infrastructure, the lack of access to education and problems relating to intellectual property and the transfer of technology. 
 
If indeed information and communication technologies have created new conditions for development, it is essential to reduce the separation between “those who have” and those who do not have”.  In order to span the breaches between countries, we must also fundamentally reduce the separation accentuated by the Internet between those who know and those who do not know.  
 
But that breach cannot be exclusively related with access or non-access to the most modern information technologies.  It is essentially associated with the existence of an unjust and unequal world order that has a determinant effect on the lives of billions of people on the planet. This situation is aggravated by the permanent destabilization in many societies as the result of aggression, declared or undeclared wars, the effects of the world economic and financial crisis and climate changes, among so many other nocuous phenomena. 
 
Cuba has convoked this Conference in the conviction that the principal challenges for most of the world’s population today are not exclusively related with access to technology but with assuring their very survival.  The exercise of the elementary rights to health, education and life is still a mirage for millions of people in the developing countries.  The overwhelming digital breach is no more than a reflection of the visible breach in economic and social development, a breach that is constantly growing.

We must urge the use of ICTs that promote social solidarity. Sharing and cooperation are values that ought to be associated with the economic, cultural and political sustainability of our nations.
 
In spite of very modest advances, we are still far from attaining international Internet governance that is democratic and participative, especially in the generation of content.  In order to achieve that, it is necessary for each of the international actors to have their rights and responsibilities clearly defined. We have been left with the dissatisfaction that after the World Summit on the Information Society, even though this was one of the subjects that was most discussed at the multilateral forums, it is still the subject that has moved forward the least. 
 
Every government must have equal duties and participation in Internet governance.  Greater cooperation is needed in order for all public administrations to fulfill their responsibilities as equals.
 
The virtually total absence of international Internet regulations causes very harmful collateral effects in the aim to achieve peaceful use directed towards developing information and communications technologies. 
 
Evidence of the growing militarization of cyberspace and the undercover and illegal use of informatics systems to assault other States, such as cyber-crime or cyber-terrorism, confirms the need to adopt effective and urgent measures within the framework of international cooperation in order to counter those threats.  Our objective must be to establish regulations consistent with the standards, principals and social policies agreed to on national and international levels and that would make it possible for the Internet to be a zone of peace and prosperity.
 
Likewise, the growing monopolization of the media and attempts to impose a single way of thinking through them, to impose consumerism and values that are far from the realities and aspirations of our countries of the South, all of this obliges us to permanent reflection and analysis.
 
President Raúl Castro Ruz made it very clear when in his historic speech at the recent Summit of the Americas he stated (I quote): “It is unacceptable that less than a dozen businesses, mainly American, four or five out of seven or eight, determine what should be read, seen or heard in the world.  The Internet must have international, democratic and participative governance, especially in the generation of content.  The militarization of cyber-space and the undercover, illegal use of informatics systems to assault other States is unacceptable.  We shall not allow ourselves to be overawed or colonized again.  On the matter of the Internet which is a fabulous invention, one of the greatest in recent years, we could well state, recalling the language of Aesopian fables, that the Internet serves for the best of uses and it is very useful, but at the same time, it serves for the worst of uses” (end of the quote).
 
It is a challenge to travel down the information and knowledge highway in a serious and ethical manner.  We have to encourage and defend an ever more responsible relationship between citizens and cyberspace.  We need to encourage more competent citizens, but also more responsible ones.

Cuba has not reached this new era unclad.  Even though we are still under the embargo, we are never on the fringes of ICT developments, or of the cultural changes involved for the information society. At the same time we are working so that Cuban society continues to be one of the most tranquil and safe societies for its citizens, in cyberspace as well. 
 
We hope that this Conference will fulfill its objectives and will help to continue shedding light for international public opinion on the fact that the current use of ICTs is indelibly associated with States’ political and economic processes and that it has a direct bearing on the human, social, cultural, scientific and technological  development of our societies. 
 
We are certain that following the interchanges, several cooperation proposals will result as an option for promoting its peaceful and legitimate use and ensuring that scientific developments should be directed towards preserving the peace and promoting the well-being and development of our peoples. 
 
We also hope that this Conference will make a call for the responsible and inclusive use of ICTs where, above all, human dignity is respected.
